Trouble Removing Right Fender Bolts

Trouble Removing Right Fender Bolts
Hello everyone,
I recently got a '98 Maxima which has a rust hole on her right fender. I decided to try removing the rust and patching it up myself. To do that, I plan to remove the entire fender so I could work on the rust beneath the paint. However, I ran into some difficulty trying to remove some bolts.
First off, here is a diagram that shows the location of that bolt. It is highlighted by the red box.
(taken from http://www.courtesyparts.com/maxima-...1897_1901.html):
And here are some real-life photos of one of that bolt (left fender because the right ones are a little messy right now):
I also managed to get a photo of the underside of that bolt:
I've tried phillips screwdrivers, spanners (no size would fit), even pliers but the bolts just won't budge. I've sprayed some WD-40 on them and am hoping they would be loose by tomorrow. Has anyone encountered a similar problem? I would appreciate some advice on this matter.
Thank you!

I had the same problem with the rust and when I took the fender off I snapped one in the door jam.
PB Blaster or I've heard good things about Seafoam Deep Creep
