Does anybody have a 99 5sp? I need help

Does anybody have a 99 5sp? I need help
This one is a little hard to describe. I was looking under the hood the other week and I noticed a metal vacuum line that was not connected to anything. If you look toward the back of the engine while standing by the left front wheel you will be close. Is is just under the throttle body. There are two of these metal lines here, one of mine has a rubber cap on it and the other one is open with nothing connected to it. I can't help but think that either that one should have a hose going somewhere or at least a cap like the other one. Any help would be much appreciated.

if your at the drviers side wheel look at the TB under it to the right are 4 lines and 3 on the left. is that what your talking about?
