Short answer NO. It is possible to do but you will need to rewire due to the 98/99 being digital odometer and the 95-97 being analog. Theres already a ton of threads on this issue.

but if OP is talking about the trim piece, then they are the same I believe.

There's a slight difference in the hole for the reset/trip counter between the 95-97 and 98-99.
