Brake ? Or suspension sound ?

Hey guys so the past year ive had the most annoying sound between 0-15 mph only** and only starts after 10-15 minuets of driving. Also this sound doesnt happen in the rain nor when its cold outside. The sound is related to a squeaky squeel almost like a bird is chirping inside of my wheel... That is exactally how it sounds. And ive been stumped for over a year. Ive replaced the tirods on both sides the lca's on both sides ball joints on both sides axels on both sides, struts, strut mounts and strut bearings changed on both sides, rotors pads and calipers changed on both sides. The sound does not matter or go away when turning or braking, the sound is there no matter what direction im going reverse forward or turning and then whenn i hit about 15-20 mph the sound is completly gone. The strangest part of all is it did it all last year than around December just went away didnt hear it again untill yesterday morning it came back on the first warm day.... I have no idea so mabey someone on here has dealt with this issue let me know guys!
