If I saw this earlier, I would have checked my VQ30DE as I am redoing the upper oil pan half moon seals on my second 4th gen. I will look in the morning but if I were to take a guess, that is not normal. The belt would not hold and I would ask you where is the PS pump from? I believe the 3.5 pump is different from 3.0. Get a 3.5 PS pump.
The power steering pump is from a VQ30DE. I did not know I needed a VQ35DE for the 3.5 swap.
I'll pick up a 3.5 power steering pump tomorrow at a salvage yard.

The engine is from a 2006 Altima SE-R 3.5. It had a CVT transmission.
Thanks for all the help guys.
Edit: iI'll try putting on a belt tomorrow to see how it aligns.

I don't see how my VQ30DE power steering pump is going to work with my current setup. I have tried everything. I'm just going to go pick up a 2004 or greater VQ35DE power steering pump from the salvage yard. It's father's day so there is a special going on.

The actual pump is the same on the 2006 Altima and the Maxima, but the mounting bracket and the pulley are different.
SOLVED:
I had the power steering pulley installed backwards. Flipping the pulley around makes the two pulleys align now.
Thanks everyone for the help!
