I have a 98 Max AT,w/abs and just swapped a used 95 rt axle shaft mt, w/ abs in but it doesn't engage. I compared both, they looked the same and parts books show that they interchange. Is the inner portion of shaft a slightly different length and does it separate at the bearing plate mount?

As stated remove the axle and check if the inner and outer shaft separated in the joint. When I was removing the right axle earlier this year the outer shaft slipped from the inner shaft because I didn't support the LCA enough.
All 4th GENs sold in the US have the same right axles. They are made for non LSD trans.
