Bought another max, some electrical Qs
A few days ago i picked up a new max, 96' 5spd with a dek swap and absurdly clean inside and out and lots of nice mods. Whoever owned this car originally really put some love into her. She has a few issues (save those for another thread if i cant figure them out) that need to be ironed out, but as i have an entire running parts car i figured it was worth the trouble for the price.
Anyways, Fuse #40 keeps blowing out, which in turn makes the obd2 port unusable, which in turn makes passing inspection impossible. Although there are many things that use that fuse i will need to inspect, my first suspect is the viper alarm system that is (was) wired into the car.
Pretty straight forward to me even though i have zero experience with this wiring stuff. However, as i was digging around i found two harness connectors unplugged and im not really sure what they are for. Ive searched but couldnt get results relevent to my question.

Sorry for the crappy pic, but my phone died right as i took it (at 26%, pos phone). Both were around the fusebox area. I did some digging but couldnt find what they were for and i highly doubt theyre there for no reason. Anyone able to identify what these are for?

Any ideas on the 2nd connector? Its the little 2 prong (idk if thats the correct terminology) white clip thats on the left side (or bottom? shows up different between my phone and my computer) of my pic. It was pretty much in the same area as the consult port.
Also, slightly different question:
I found two wires leading thru the firewall into the engine bay, that ended by the drivers side strut tower area. One is a solid red wire that has been connected to the viper alarm's horn pin (brown wire in pic), the other is a red and black wire. Neither appear to have any clear place that they were connected to in the harness originally. and thus are not connected to anything on either side at this point.
Stupid me forgot to check if the horn worked when i bought the car (after checking all sorts of other 'silly' crap, go figure). Where exactly is the horn located on a 96? I did search but found only info pertaining to fuses and relays and such. I suspect its possible the horn may have been disconnected entirely as what appears to be the wire for it, based on the fact that the red wire leads to the alarm system's horn pin, ends abruptly in the engine bay as earlier mentioned. I would simply test the horn, however i have all sorts of unprotected wiring dangling around from removing the alarm and i dont want to risk giving the car juice and shorting more stuff out. Is it more likely that these are simply wires for the viper horn, which i believe has been removed, and thus can be ignored? Or should i be concerned about them? It could be that they are indeed left over from the viper horn, and that im getting all fussed up over the colors for nothing.
The pic i have for this sucks, but ill see if i can get a better one.

EDIT: Changed some info regarding the wires that I had totally incorrect in this post.
