Power Steering Belt Adjustment- What's Missing?

So my PS belt in my 99 SE has been very squeaky, so I went to replace it. I did some research, watched the You Tube videos, and it looked a little hard to get to but doable. So I got to the part where I adjust the tensioner for the PS pulley, and what I have looks a little different from the one I saw in the video. They have a nice bolt to turn to move the PS pulley up and down, but I only have a threaded rod, as you can see in the picture.

Is there something missing in my car, or is it just a different design and if so how do I adjust it? I was able to get the lock bolt loose with no problem but nothing else seems to move.

I wonder if someone put the bolt in upside down. You should see a bolt head like the youtube video.

I also think it's upside down. I did mine today and it was just like picture not of yours. In fact, I'm going to make a 22" long 14mm ratcheting box end wrench just for this job. It's easy but hard to reach. Definitely a fromunda the car only. I drove up on the ramps. Loosen the big bolt on the pump, loosen the adjuster block, crank the bolt. Of course, the wrong way first...then when the belt is totally loose, go the right way. Or is that just me?
A swivel and long extension made turning the tensioning bolt pretty easy.

It isn't a bad idea to kind of grab the pulley after loosening the bolt and yank on it just in case it's a little stuck because that adjusting bolt is long and thin and will bend. Hmmm how do I know that?? I straightened it. When I first went after this everything was rusted a I had to pull the adjuster out, get it loose then reinstall. Not easy.

I think you're right, it is upside down. There is no bolt head on the other end though so unfortunately I think it is broken off. So I think from the picture below I will need a bolt (11925H)and the bracket it screws into (11942M) for good measure.

Maximus, are those the parts that were rusted together? I am worried that threading the short bolt that holds the bracket to the pump back in is not going to be easy, considering I will be doing it almost completely blind. I took the wheel and the plastic shroud off and I can get to it a little easier.

Also, did you have to loosen the pivot bolt to do the adjustment?
