High RPM at idle/run

High RPM at idle/run
I have a 98 maxima with a manual trans with 240k on it. My question is why it runs fairly high. In 5th gear going 55-60 it runs at 2500-3000 rpms. At idle it sits at 1300-1500 rpms. If I shut it off and turn it back on it runs at normal 500-600. Anyone else have this issue?
