98 Maxima GXE Speed Limit and Starting Problems?

Ok,
I've been reading the forum and I dont know how you guys can go faster than 110, as soon as my GXE hits 110, the engine dies, and comes back as soon as the car slows down. I've looked around everywhere, and cannot find a solution to this. All the modifications that I have seen , are for 94/95 maximas, and nothing for the 98! Is there a website that sells ECU upgrades?
ANother problem that I am also experiencing is that my car has starting problems. I've read that many times in the forums but have not come across a definite cause. Has anybody tried to troubleshoot this? It only has problems when the car is cold. If I give it a little gas, it stays fine. Maybe the fuel filter is clogged? Fuel injectors? Temp Sensor? what could it be?
Any kind of enlightenment on these two problems would be greatly appreciated.

You were unfortunate enough to have one of the few speed limited Maximas! Actually, all 4th gen GXE's with manual transmissions and without the Security and Convenience Package (alarm, power seat, power trunk release) have the 112MPH speed limiter, due to the S-rated tires.
All other Maximas are not not speed limited.
As for the starting problem. Trouble is that it is not a frequent problem. It's very sparratic. I think anyone who has experienced the starting problem will tell you that they never know when it will happen. The car will start fine 500 times, then that one odd time it will sputter after starting before the ECU compensates.
