I don't know what a battery heater is, but I've always lived in the south. Is your horn problem or something else draining the battery faster than normal? I recently put a new battery in my Max and have been leaving it disconnected while I continue to replace hydraulic clutch system parts, but each time I reconnect the battery is starts right up. Maybe a battery disconnect switch would help you, unless you're looking to keep the alarm active while the car is parked. How long is the "so much" that it sits at a time?
in pennsylvania as my sig says j, it's been getting down in the low 40's and gonna get colder at night in low 30's. where to get solar charger? my only problem is my car faces west, i can try other parking spots as there's no assigned parking here.

I suppose that you could slide it between the glass moon roof and the sunshade.
As I recall, the cigarette lighter only works if the key is in the ignition. You will need to modify the connection at the fuse box. You need to connect the cigarette lighter wire to a junction which has 12v power all the time. A fuse needs to be between thar junction and the cigarette lighter of course.
Creative Wiring.....
The battery will charge when it's daylight. Even a bit when it's cloudy
