Gas Gauge

Hey guys,

So my gas gauge has been off by a quarter tank for a while now. I have changed out the sending unit and gauge cluster with no change. It will move as normal, but will not go down past the quarter tank line. Any ideas as to what the issue might be?

Don't forget that grounds need to be considered as well.
The meter might be measuring resistance at the ground.
