Fuel injectors won't click

I have a 99 Maxima. She was running fine and out of the blue she wouldn't start. I checked with a stethoscope the fuel injectors and I didn't hear them click. Then I checked power to them and I'm getting 3-4 volts. Any ideas as to why this may be happening.

Is your security light solid red? If so, NATS got you and is preventing your Max from starting. ie no fuel

So it was nats, but I have a new issue l, whenever the mechanic tried programming a new key it was giving issues connection to the ECU through the obd2 port.
Is this a common issue?

I don't remember if the OBDII port is the right one. Most likely it's the port on the right side of the fuse box under the dashboard, which will use a different cable and connector.
