figure most of this out on your own.. but this is what i did

disconnected FOG relay solenoid ground ( it's labled #2 on the relay )
and ran a wire from that same connector to the relay solenoid for the wipers (labeled #1 on the wiper relay)

the way i connected the two was strip a wire with enough contact showing that i could slide it in with the relay clasping it on

i probably could have left the fog relay connected.. but i decided not to mess with that.

Effects:

Fogs come one whenever I want them too.. even with ALL other lights off... and the fogs go off when the car is off (due to wipers only work when car is on )
