Battery&Brake LED

Hey guys,
I know this has been dealt with before but i couldn't find any convincing answers.
Here's my problem
I turn the key to "ON" (position just before starting)and the battery and brake lights do not light up in the dash.Also i have a whining sound on the passenger side near the alternator.I got the AC checked and it's fine.I replaced the AC belt also.A local mechanic told me it might be the voltage regulator and the alternator was still working fine.Also my CEL is on!
Have any of you gone thru' this and can the voltage regulator be replaced without replacing the alternator?

Read the DTC codes from the ECU. See what the codes are and plug them into that webpage. Or match it with the service manual and see what it says.
