those with APEX springs

On the rear APEX springs, are the tighter coils (dead coils) suppose to be mounted on the top or the bottom of the rear strut? I have them on the top right now but after reading Baller's post about progres springs and how some people said that having them mounted wrong has an effect on ride height.
