The question isn't 100% clear. Can you re-phrase it?
If I'm reading it correctly you want to install the bypass valve on the CAI?
From my understanding it's a complete waste of money and defeats the purpose of the CAI. It makes it a WAI/CAI... My advice is don't get one.

As for usefulness and what not, I put it on as just peace of mind. I'm not dumb enough to drive into a 6" deep puddle but I also wanted a little safety net.
As for making it work like a HAI, that's completely untrue. The bypass valve has these plastic flaps that only open when there is vaccum in the opposite direction from normal. So, while the CAI is not full of water, the bypass only sits there and does absolutely nothing.
