It should be just like that, I have a 95 SE and its right there at the bottom of the stereo column..

 

look again... right of the gas pedel, undo two plastic screws to remove kick plate,, voila

 

Yes, take out the dark grey cover next to the gas pedal and on the opposite side where the passengers left foot would be.

And the ECU is an absolute Pain In the %$# to take out because two of the phillips screws are very hard to access.
