Does OBD-II exist with Nissan Extended codes?

(already did a search)

Is there an OBD-II tool that can read the EXTENDED codes in a 2002 Maxima? Someone posted '13 tweaks' in another thread which are apparently part of Nissan's extended codes, and don't exist in the scanners I've seen.

Along with that, is there an OBD-II tool that lets you CHANGE parameters (extended or not) and not just reset the MIL???

Of course, I don't mean the $4k Consult-II.. I am looking for something a bit cheaper that runs on a Laptop, CE device, etc.
