horsepower lose?

I heard ppl keep talking about the Japanese horsepower and German horsepower, I believe they are talking about the horsepower lose in drivetrain. Our 255hp from engine only apply around 200hp to the wheels, is 15%~20% hp lose apply to all cars spec? How does BMW or VW dyno look like?

Thanks!!

BMW runs better gearing, their numbers will look better. That is why they are quicker cars even though they are also safe/heavy.
