question about the e-brake

question about the e-brake
You know that little hole on the ebrake handle when you pull it all the way up? how important is it to be able to have access to that? what does it adjust? how high the handle goes?
I made a custom ebrake boot but i dont want to use velcro to hold it down cause the velcro itself doesnt adhere well, so i thought about just glueing down the boot.
or does anyone know what the center console looks like? can i take off that rubber piece that the handle goes through and glue from the inside my boot? any pics of the inside where that slot is would be helpful.
thanks a lot

the hole on the e-brake base is used to adjust the cable and vlecro does not stick onto the rubber piece when I installed the boot. I wouldnt suggest to take the rubber piece off and the best thing to do is to have a longer boot so u can tuck it into the base.
