HID Bulb Cover
Anybody have any information on where I might be able to find this?

In the description it basically says;
Some of the Japanese doesn't like the "White Beam" produce by the HID, so they developed a Bulb Cover that has a layer of High Temperature resistant paint that will make the HID produce a "Unique" plasma like beam.
I found this in one of my Chinese Car Tuning megazines.

And like I said, he'd probably get more light out of a 6000k bulb than he would that colored glass filter AND he would still get the desired "bluer" color output.
