Paint splotches

I've had a sheer silver '03 Maxima for about two months now and it's developed a series of very noticeable paint splotches on top of the spoiler. Is there a way to effectively remove these? Normal car washing procedures are clearly not working.

Paint splotches, or pine tar?? Sap from trees can do a number on your paint (I know from experience )

Are you talking overspray? You need to be more descriptive or pictures are even better if you want some accurate help.
