Bumper painting

Came out of my brother in law's wedding last night to discover that some bastid bumped into my car I was ****ed last night but this morning in the daylight, the damage came clear. The rear bumber is chipped and there are two nice chunks removed from the bolts that hold on the blind **** ****'s front plate on. Hold up it gets better , whoever hit it bounced it so hard, it forced the car forward into a large stone that was at the edge of the spot. End result... a scratched up front and rear bumper WTF?? I'd love to have caught the person in the act and gone gangsta on them . Anyhow, now I want to have the bumpers re-touched but after talking to a buddy of mine, I'm not sure how they'll hold up in the long run. He explained that re-painted bumpers flake after time. If that's the case, I think I'd rather leave them with the scratches. Anyone with any experience with this would be appreciated.
