What's it supposed to be connected to?

I bought a used 2003 SE. In the wheel well next to the fuel filler, I can see the fuel tube running down to the fuel tank. The fuel tube has a bracket that is kind of U-shaped, which is not connected to anything. Was there supposed to be something there like a cover or something to cover the fuel tube? It seems kinda weird to be able to see that thing exposed in the wheel well. I checked all through my Electronic Service Manual, (page FE-4 and BT-17) and I could not find anything to show any sort of cover. If there is supposed to be something there, I'd like to replace it. Could someone please help?

I have an '03 and did not see anything attached to that bracket you are speaking of.
