I use Ronsonal cigaret lighter fluid (naptha) in the blue and yellow can on my glacier pearl painted surfaces with excellent results. It is a very mild solvent and does not dull the clear coat on my car at all. YOUR RESULTS MAY VARY--test first on a part of the same finish but in a location that you don't mind testing on. It will also remove tar from your carpeting and plastic sill plates. If you do use the lighter fluid in your interior you might want to finish up by doing a final clean with Resolve carpet cleaner with teflon-great stuff, smells good.

Try a bug and tar remover for autos.
If that doesn't work try something stronger like the WATER based Goof Off! product.
Be sure to polish and wax after using any of these recommendations.

Use WD-40.... wont mess with paint or plastic. Spray on, work in with your finger and wipe it off. Wash the surface after that to remove the film.

Armor All has an all surface cleaner that I just used a couple of weeks ago. Worked perfect. Got it at Napa / Carquest / Target.

Some cotton ***** and either gasoline or kerosene will quickly remove it. Then remember to wash the area.
