I have popped the assembly back and and the tank was pressurized this time...but no go juice.

Top of filter is the feed (green connection) to the motor.
The other one is the return feed (white/cream) connection on top.

Problem found
OK...in tearing down the assembly for the umptenth time...I decided to put the old filter back in. In doing this I noticed that the fuel pump itself was "sloppy" in the new filter..snug in old. In examining the old one, I dropped it and noticed a grommet in the old neck where the fuel pump supply nozzel fit. I removed it from the old one...put it on the new one and presto....car started.
What was supposed to be a 1 hour job ended up being 3...grrrrr
But...if anybody wants to know how to do it...I can tell them every single step by heart now!

Colonel: Could you tell me how to do this?? I havent replaced mine since ive owned the car (unless Nissan did it without me telling them to) and i have around 75K on my car...so i would say its about time to replace it.

OK.,..
I did take some pics...but not enough.
The process is very easy, just take your time. Remember you are dealing with fuel, its explosive, so take all necessary precautions.
1) Remove negative battery terminal.
2) Remove back seat. Look underneath you will see 2 pull tabs. Pull tab and pull seat up. Once this is done pull the seat "up and out".
3) you will see and access plate with 3 screws...removed them.
4) Carefully rotate plate up so you can see underneath. You will see a connector on top of the fuel pump assembly. Disconnect it by pushing the plastic nearest the wires on top and pulling.
5) now you will see the top of the fuel pump assembly with 6 screws. VERY carefully remove the screws. You will hear the gas tank vent pressure. If you dont want to do it this way the "official" procedure is this
* Remove the Fuel pump fuse in fuse block (15A)
* Start car until it stalls
* Try to start 2 more times after it stalled.
* Replace fuse
6) Leave at least 2 screws in and remove the 2 fuel lines on top. Basically you push the click lines in and pull the line out. When you see, youll understand. Move the fuel lines to either side of the pump assembly
7) Remove the final 2 screws and the assembly will "pop" up an inch or so.
8) Remove the Black shield that held the 6 screws and set it aside.
9) This is the tricky part so take your time and go slowly.
* You have to pull the assembly out of the hole, but the temp
sensor and float are "arms" off the bottom of the assembly.
* Be on the passenger side of the car and pull up. You will see
2 metal arms going down the side of the assembly. Pull and tug
GENTLY until the nearing the bottom. Whole assembly is roughly
9-11" in length.
* When you get to the bottom, start tilting the assembly towards
the BACK of the car and wiggle the assembly out WITHOUT
damaging the arms.
10) You have to disassemble the filter from within the assembly. Its NOT hard as it may seem. Just go slow. Make sure to note WHERE the lines connect in this assembly or youll be sorry. The ESM does NOT show blowups as to where they go.
* There are 3 "snaps" on middle rims. Pop these out and pull gently up on the assembly (its on springs, no they wont launch out unless you YANK with the force of the Hulk) so they clear the lower half.
* Remove the line from the top half that goes to the outside return line. Same thing, push click and pull down. Its easy if you have long needle nose pliers. Its the line that goes down the outside of the bottom half.
* Where the two rods are, you will see on the bottom half, two "push" clips about 1/2 way down. GENTLY push in on both and GENTLY pull up on the very top of the rod assembly. Now you have in essence disconnected the top from the bottom.
* You will see a connector in the middle, thats the fuel pump power. Disconnect it.
* wiggle CAREFULLY the two halves apart.
* Disconnecte the fuel filter from the top of the pump assembly.
* take the fuel filter/fuel pump out of lower 1/2.
* The fuel filter holds the fuel pump. Disassemble this now
* There is a clip on the bottom. Remove clip.
* you have to push the pump out of the filter. BE CAREFUL
NOT TO LAUNCH IT ACROSS THE FLOOR.
* There is are two rubber grommets on the pump.
Make sure that the one on the top of the pump is there.
If not, look at the filter. Make sure you have this
grommet BEFORE reassembling or youll be sorry. This was
my "gotcha".
* Make sure the fuel supply neck grommet is on new filter
(its not supplied with OEM filter)
* Make sure bottom grommet and bracket are correctly
installed on the new fuel filter.
* Reassemble.
At this point you basically put it all back together in the reverse manner you took it apart in.
I took pics of stuff. I have no webboard to host this on, nor do I "build" webpages. So if someone want to give it a shot, let me know and Ill send you the info.
I will also answer any questions anybody has about this. I cant STRESS enough to be careful and go slow. I am NOT responsible if you blow yourself up or ruin your assembly.

Great write-up Colonel. The only thing I would change is that I take out the fuel pump fuse first, then try and start the car a few times, and then start taking it apart. I'll get some pics and add it to your write-up if that's ok with you.
