My rev limiter does not kick in until 7000 rpm

My rev limiter does not kick in until 7000 rpm
Is this usual? I can run the car through 1, 2 and 3rd gears with the tach needle going right past 6500 to 7000 rpm through every gear. Is it the mods or the drive-by-wire?
