hi i went to capitol nissan in san jose today to get that tsb done... and they said that my vin number wasn't included in the bullitin... when i looked at the bullitin, it didn't say anything about a vin number range, just the ecm number. was the dealership completely b/sing me and should i insist that the tsb be done?

But you are correct, nowhere on the TSB does it mention VIN numbers at all. I would have them clarify whether they actually meant ECU number or VIN number, and if they again say VIN number ask them to show you the TSB. If they won't show it to you here's a link to the TSB which you can print and bring in yourself.
