Yearly Front Wheel balancing ?

Does anybody else have this problem, my front wheels have been balanced twice in the last 1yr and a half, and now my front tires still pull to the right. Air levels are proper.

Tire balance does not normally cause pulling. Wheel alignment out of specs normally does.
