any street legal headers for 2002 gle?

Almost all manufacturers will say that headers or Y pipes are not intended for street use. That being said, I don't know if they will pass emissions. They certainly won't pass a visual inspection most places if the testing station cares. The benefit is that you won't need tested for a few years due to the agreement companies have with car makers nowadays. If you live in a place without emissions, all the better.

if they're 'street legal' then the manufacturer will make a big stink about them being "CARB Approved" (at least in Cali)

Street legal...Who cares live a little. A y-pipe is also not street legal but many of us have them.
