I have heard a lot lately about stolen xenon headlights from the 2003 maxima. Is there a kit available that would make them more secure and more difficult to get off the car?

Take it to your dealer.
Its called the datadot sytem. they put sercuring brackets on the lights

 

With the recall, it's more difficult to rip the headlights out, but if they really want it, they will be able to accomplish that part (w/a lot more damage to your car). Getting the ballasts, on the other hand, would be next to impossible. I know, I tried to take the headlights off of my car after the recall was done and it took me nearly over 3 hours.
