fog light height adjustment

how do i adjust the foglights, one side is lower than the other

is the actual whole housing lower?
or just the bulb (light beam is lower)?

To adjust the light beam pattern, there's an adjustment screw on the back which can be turned to raise or lower the beam pattern.

the light beam is lower...the one on the driver side
