How to change PVC?

Hi all,

I found some black oil residues on the outside of the air filter. Some one has mentioned it was caused by a blown PVC.

Can some one please tell me where is the PVC and how to change it?

It's "PCV" btw, not "PVC"... PCV stands for Positive Crankcase Ventilation (I think PVC stands for Poly-Vinyl Chloride?)
