Yes. Where else could it be? It has to be attached to the throttle plate.
But there isn't a part that looks anything like the "throttle body" of an old carburetor or single-point injection system. There is a section of the intake ducting between the MAF and the intake manifold where the throttle plate is located. The actuator is there.
