Metal scraping on metal sound coming from wheels..

Metal scraping on metal sound coming from wheels..
First of all my ABS & TCS lights are on....not sure if this is related...
Secondly, when driving my car I hear this disturbing scraping noise as if metal is scarping on metal.
It's definitely coming from the wheels but I cant figure out what the problem is.
Any ideas as to what this could be?

Also when your brake pads are worn out they have a saftey tab that pops out and its metal and it rubs the rotor, its annoying so that you will change your brake pads. Thats my guess.
