If it's anything like mine, the housing is stuck from baked on road grime, dirt and the heat from the light enclosure. Try to loosen it by inserting a long thin metal stick wrapped in cloth all around the enclosure.

Mine was so stuck i had to start hammering the enclosure out of its place through the back of the bumper.

Thanks for promoting there Rube! Yea you are just probably hung up with the two snap rods attached to the back of the housing. If all else fails, poke your head inside the bumper cover and take the blunt end of something and carefully nudge out the two silver points sitting inside two white plastic retaining clips. Try that and let me know if your still hung up.

The two clips that are probably hung up are the two metal pieces on the right side of the housing pointing towards the camera, pictured here.
