Really though, what's the altitude where you live? How about ambient temperature?
I live at 1000' elevation and ran when it was 80F outside with a similar setup (OSCAI w/stock filter at that time, Stillen Y-pipe, UDP, B-pipe, stock 17" rims) and ran a 15.68 @ 88.80mph.
So like I said... SUCKY!

17X8 Tantrums aren't 17 lbs. Check http://www.konigwheels.com for the exact weight. I would guess you'll be pulling somewhere between 15.3 - 15.6

o well. DAMN IT. so how do we take on preludes and stuff?? if we pull 15.6 average in autos with mods.. then the 5th gen preludes must be faster.. (5 speed)

Having all those listed will be a really good setup.

I was thinking a little more
scientific
If I weigh rim + tire, it gives me a weight. But I have no idea how to account for the "rubber" portion of the weight. Basically I am trying to compare apples to apples. Or is it oranges to oranges...

Total stock 17 weight - tire weight = 17" rim weight
Math is good.
