air conditioning not as cold?

my 2000 a/c doesn't seem to be as cold as i remember it. it's still cold, but it takes a while to get there and it doesn't get as cold as before.
do i need to get the system recharged? do cars even use that stuff anymore? i thought there were all kinds of eco-restrictions on that refrigerant now?
if i do need a recharge, is it a do-it-yourself job, or do i have to have it done?

thanks.

o, btw, it's not blowing as hard either. i'm thinking the hepa filters gotta come out.

Like you mentioned, the filter needs to be replaced I bet. Also, you should recharge it. It is a do it yourself job, you have to make sure you get the pressure right though.

just got back from autozone. they have refill kits for like $30 with a guage and stuff. is any brand ok? all the same gas?
also, where is the refill valve? i think it's the aluminum looking pipe along the passenger's side of the engine bay with the light blue cap on it, has the letter "L" stamped on it. is that right?
