hid bulb question

so heres the deal my wiring isnt so great so after a year or so my 2k2-lights every now and then just turn off so i jiggle the wires and the light works but now for some reason it wont come on at all...... i took off ALL the electrical tape and connectors and re did them all to see if it wasnt making a connection at all and after i finished it still was out so i figured let me check the bulb and found this............

the brown part on the bulb that the arrow is pointing to is broke but the actual bulb looks fine.... does this mean i need a new bulb??

If only the gray "cover" is broken, but the wire inside is intact, then the bulb is fine.

Switch the bulbs around to see if the wiring was messed up.
