engine whinning at 3.5k RPM after cold start

engine whinning at 3.5k RPM after cold start
Hi
for the last few weeks, after I leave for work in the morning, the engine kind of "whine" when I accelerate past the 3.5k RPM-or-so mark.
After a few miles, I do not hear any whinning.
could a belt be slipping?
My max is dead stock manual 00' 5th gen, and I've changed the MAF (+ reflash the CPU at stealership) to the upgraded one two years ago.

I have that occasionally, it has to be very cold out and the car had to be sitting a long time...probably something to do with the alternator...I have new belts and they are adjusted to spec so I know it's not that...plus typically slipping belts wouldn't cause this symptom...I think it has something to do with the alternator...
