Bearings might be shot. It's a cheap part, and easy install, so if you have the time, replace it. Until then, hit it with some type of grease. Mine never shuts up so I've stopped hitting it with grease/oil.
@ 70USD. I got it for 40USD from Courtesy mind you. Of course, I didn't get the bracket, just the idler pulley assembly. Unless your bracket is cracked/damaged in anyway, you should be fine with just the pulley.

I had this same sound and it basically sounds like a diesel engine. It's almost like a truck motor sound. When you step on the gas (@ low RPM around 2500) it would be non stop. There is no sound when you are driving however. You notice it strongly when you are parking or going at that speed. After replacing the Alternator Idler Pulley, the sound is completely gone!
Unfortunately i had no time to order it by mail. And yes, this was the pulley only. (California reality)
