I live in PA and have an Injen CAI. It's really up to you...I'm pretty sure that high flow/short ram intakes give you a small gain across the entire RPM range, while a cold air gives you a decent gain at higher RPMs. Neither of them are going to give you that much increase in HP, so don't expect much. They will just make your car sound a little meaner. You will also hear that replacing the stock intake will give you a slight loss at lower RPMs, which I believe is true. There are tons of intake threads answering the questions you both just asked...so try searching more.
I live in PA also. I've got the Stillen (short ram) intake and it sounds good; well as good as any intake can sound for what it is. The best benefit of the short ram is not worrying about your engine getting thirsty and takin a drink of water through a CAI. All air intakes are overrated, as I dont believe you get a noticeable gain in power. It's in your head from the noise created.
People seem to speak highly of/recommend the intake manifold spacers for our cars which I am doing next as soon as I get the money.

It consists of all 76.2mm ‘hardware’, with the small exception of the MAF adapter, which is 82mm. After some physical measurements / test fits, it seems as if I will not have to purchase a 76.2mm MAF adapter JUST so everything is the right size. A few couplers later, it will all bolt up, and I won’t have to ‘tune’ the lean’ess’ out of the idle since my PCV will be functional again.
This is how I plan on setting it up: JWT POP / 76.2mm MAF housing / Custom 76.2mm midpipe w/ PCV barb / TB Toss in some couplers & hose clamps also and some ingenuity to secure it down if the JWT bracket doesn’t do the job.
