How tight should the wheel be?

From what I read in this forum, I get the impression that incorrect tightness of the wheel locknut might cause wheel problems?
I'm thinking about buying a torque wrench and redo all the nuts? Should I do it or not? Is it a good investement?
If I do, should I raise the wheels or leave it on the ground?
By the way, how does a torque wrench work? Is like you set to a specific number and once you reach that weight, the wrench won't turn anymore? Please help!

A torque wrench is a good investment to make. Take notice that the torque wrenches come in different "sizes". I had purchased a Craftsman some time ago. I went to torque my wheels back on and realized the wrench only went up to 70 ft lbs.
I went and got a bigger one for future use that goes up to 100 ft lbs.
