It is almost all the way down, it is further than you would if had to "normally" unlock it when everything is installed. All 3 belts are this way. I could try letting it go down a bit more but i really don't have much room unless I unbolt the bottom part of the belt for slack. Is there some type of limit on the belt? More help would be appreciated. Thanks.

Point the car up on a steep incline, or jack up the front end while on the driveway, maybe that will help rock back the lock as you're trying to release it?

Just an off the wall suggestion, I don't know if it's actually going to work for you.

fixed it...kinda weird how the seatbelt system works. I had to let it go a bit in right before it clicks then pull. I did that a bunch of times then it gave out a little then you have to have the seatbelt unit in the right position that will release it a bit. The right position is like how it is supposed to be orginally installed. Thanks for the help guys.

If what you mean by lock is that they will not extend when some one put the belt on? If that is the case, pull the belts out all the way. That should reset them. It is a feature that Nissan put in so a mechanical belt lock was not needed when a child seat is put in the car. When ever the belt is fully extended it will alternate between the two.
