HELP Hesitation and hesitated starts

FYI - the car didn't have the problems prior
I went to install new plugs and Intake spacers on a 5.5 gen with ~104k
we installed the LIM spacers then went to install the plugs, and realized that one of the plug tubes were full of oil on the rear valve cover,
so we stopped, and put everything else back on except the upper IM spacer and started the car and realized it hesitated to crank and would hesitate on take off and acceleration, my thoughts were the old plugs needed to be replaced and it would be fixed.
The next day I took it to Nissan and my boy at Nissan replaced both valve covers and install the new NGK plugs the rest of the spacers and a Block off plate, and all the systems were reset with the consult II and the vehicle still has the same hesitation it had before.

help what could be the issue??

NO CEL, it doesn't hesitate on start all the time but the car feels sluggish 99% of the time

Current performance Mods include:
ADV timing
Spacers
Block off
NGK plugs
Stillen short ram
tranny cooler
