ABS Motor turns ON when ignition turns OFF (hows that possible?)

Everything was fine with my 02 SE... went to the grocery store, turned off the ignition and felt a weird vibration in the brake pedal. Then noticed I could hear a buzzing... investigated a bit and figured out that if I turned the accessory on, the noise stopped, turning the ignition completely off made the noise start.

I've narrowed it down to the ABS motor? Pulling the square (40a?) fuse for "ABS MOTR" in the drivers side engine compartment fuse box stops the noise. Also, I can feel the motor vibrating (underneath the master cylinder).

Had my friend at Midas take a peek and he confirmed that's what it was, but in 30 years he's never heard of such a thing happening when the ignition turns off.

Auto parts stores don't even list the part, and also have never heard of that happening...

Am I just so unlucky to have a part fail that no one else ever has?

Any ideas?

abs motors do fail once in a while, but i've never heard of one being on with the ignition off. That would make me believe there is a short somewhere in the system
