Throttle Position Sensor

Hey guys, I have a question about the throttle position sensor. Recently I replaced my throttle body because the TPS was shot. So I got one at an auto wrecker. I installed it but I was not able to do the idle air relearn procedure. The idle is too high and the computer wont accept the procedure. I know how to fool it, but to be honest I have been lazy and just said to hell with it until it cools down a little. I'll get around to it.
My question is, if the idle air relearn procedure is not done, will this affect all the throttle positions? What I am wondering is if my throttle is actually at WOT when my foot is to the floor. I went to the track a few days ago and noticed that the car is not performing any where near its potential.
Is there a way to tell if the throttle is open all the way? Can you put the key in the ACC position and physically look at the butterfly? Will it be perpendicular to the ground? I know there is a throttle closed learning procedure but what about WOT?
