P0430 caused by exhaust leak

I just pulled Codes and I have a P0430 (no SES light). I have a pretty severe exhaust leak (flange between B-pipe and muffler is 100% rusted through). Could this cause this code? Or not, because it is after the sensors?

I have read this code is due to bad pre-cats, and bad pre-cats can strain the engine causing engine failure. Where can I even find new pre-cats? I searched car-part.com but apparently they dont sell cats.

P0430 is for bank 2 which is closest to the radiator
P0420 is for bank 1 which is closest to the firewall
