EDIT: it also depends on what tire profile you are trying to go with. flush rim with no tire stretch will rub on almost any drop available

looking at the offset on each wheel, if you look at the offset and width of each, both wheels will sit exact flush, tucked, or poked if you match rows n columns some will be 1mm difference (which the eyes cant even tell)
